This man Joannes Wtenbogaert studied in Leiden from 1626 untill 1632. During that time he probably met Rembrandt, who was working there. In 1638 he became collector of taxes for the province of Holland. In 1639 he interceded on Rembrandt 's behalf in the matter of payment for paintings commissioned by Prince Frederick Henry, and it seems likely that this portrait is a mark of gratitude for his assistance.
